The North County Consortium consists of eight school districts: Alexander Valley Union, Cloverdale Union, Geyserville Unified, Healdsburg Unified,nccheader.JPG Horicon, Kashia, West Side Union and Windsor Unified. The consortium offers a variety of learning experiences for preschoolers who have special education needs. Windsor is the lead educational agency in the consortium and takes responsibility for the Helping Hands Preschool programs.

It is the goal of the North County Consortium that all the pupils with exceptional needs receive appropriate special education programs which meet requirements of Sonoma County Special Education Local Plan Area (SELPA). Special day classes, programs that build mobility skills, specialized services for young children on the autism spectrum, counseling and mental health services, and remedial speech and language instruction are among the many services offered. Children who are 3 to 5 years old receive instruction geared to meet their individual needs based on Individualized Education Plan (IEPs) in a positive, caring and enriched learning environment.

Referrals to the Helping Hands Preschool Program are initiated by local school districts, the North Bay Regional Center, Easter Seals Infant Program, the Early Learning Institute or the family’s doctor.
